Career Profile
Joe was a senior level executive with PDS Research Associates, MedE America Corporation, First Data Corp, CES and Citicorp. He was on the team that brought jobs to Washington County when Citicorp opened their Hagerstown processing facility in 1987 and again when Card Establishment Services expanded their operations in 1993.
Over the last 30 years his experience spans healthcare, banking, financial services, technology and the political arena. He spent over eight years in Washington educating legislators from both parties, including Bob Dole and Chris Dodd, on topics ranging from healthcare reform to the use of technology to prevent fraud. More recently his focus in Washington has been on National Security and threats to the communications infrastructure. He is a dynamic leader with a long list of accomplishments including company startups, growing businesses and job creation.
Joe was a founding director of the Smart Card Forum, Chaired a Health Care Administrative Reform Committee, served on boards including the Association of Information & Technology Professionals, Paladin Data Systems, PDS Research Associates, SCDPI, HITA, Baltimore County Emergency Communication Service and the Mayor of Baltimore’s City Wide IT Advisor Board.
As a frequent lecturer, Joe has spoken at the University of Connecticut, The Medical Records Institute, ITEC, CardTec Security Conferences and financial service conferences. He has appeared as a guest on talk shows including WMRH radio’s The Open MIC, The Greg McClain Show, KNEWS radio’s On Your Side, Business Day Arizona and DC Business.
Joe is a recipient of the Republican Congressional Medal of Merit and a two time recipient of Citicorp’s Service Excellence award. The editors of Marquis’s Who’s Who first recognized him in the 19th edition of Who’s Who in New York and subsequently in the 24th, 25th 27th and 28th editions of Who’s Who in the East, the 1st and 2nd editions of Who’s Who in Health Care and the 28th and 29th editions of Who’s Who in Finance and Industry.
Joe is active with 6th District Community Emergency Response Teams; he is a Communications Advisor to the Office of Homeland Security and Emergency Management; advisor to a various County Emergency Communications Groups; member of the Broadsides Civic Association and he works with the Office of Homeland Security and Emergency Management overseeing a group of 58+ volunteers responsible for emergency communications.
Joe’s community involvement dates back to 1977 when he founded First Steps Learning Center, volunteered in community psychiatric health centers, and with Habitat for Humanity,
